He earned his medical doctorate in 1943 in Berlin and became an associate professor in 1961 at the University of Tübingen. Fischer served as an associate chief physician before directing his own department on phlebology starting in 1966. He was the president of the German Society for Phlebology from 1986 to 1991 and contributed to various medical publications. He is the father of historian and numismatist Thomas Fischer.
