Rafael Vera Fernández-Huidobro is a former Spanish politician born on February 7, 1945, in Madrid. He served as the Secretary of State for Security in the Spanish government led by Felipe González from October 24, 1986, to January 29, 1994. In July 1998, he was convicted for kidnapping and embezzlement related to the terrorist group GAL, which engaged in a so-called 'dirty war' against ETA, a separatist group in the Basque Country.
