Shigeaki Ninomiya is a Japanese bureaucrat born on February 18, 1951, in Ehime Prefecture. He graduated from Kyoto University in 1973 and joined the Ministry of Finance the same year. He held various positions including Director of Inspection at the Tokyo Regional Taxation Bureau and Director of the Taxation Division at the National Tax Agency. After serving as a division chief at the Banking Bureau, he returned to the Ministry as a Councillor and later became the Director-General of the Kanto Regional Finance Bureau. In 2002, he became a director at the Japan Finance Corporation.
