He served as the deputy chairman and then chairman of the Almaty City Sports Administration from 1989 to 1998. Following that, he was the chairman of the Almaty Regional Sports Administration from 1998 to 2004. Under his leadership, the sports performance of Almaty region improved significantly, rising from the 11th to the 2nd position in the republic.
