He was involved with the OVK mission in Albania and worked as a legal advisor for the UNMIK mission in Kosovo. Biber has also participated in election observations in European countries and served as the head of the RS Consulate in Strasbourg and Deputy Permanent Representative to the Council of Europe until 2006.
