His political career progressed through leadership roles in the Sovietskii Rayon council and administration. Makarov was elected to the Tomsk Oblast duma in 1994, where he successfully ran for mayor in 1996, defeating Gennadiy Konovalov. He was re-elected in 2001 and 2006, simultaneously serving as a duma deputy from 1996 to 2001.
