Alford Everett Penn was a British Virgin Islander politician and civil servant, best known as the first Deputy Governor of the British Virgin Islands from 1977 to 1983. Prior to that, he served as Chief Secretary from 1969 to 1977. His career began in the Civil Service as Clerk to the Commissioner, followed by a role in Antigua and later in Trinidad, where he worked with the Federal Legislative Council of the Leeward Islands. His family includes his nephew Qwominer William Osborne.
