He held various roles, including Minister of Agriculture and member of the Colombian Congress. A longtime member of the Liberal Party, he later joined the Party of the U. In 1989, he was appointed to a Colombian delegation for border issues with Venezuela. He faced legal troubles related to paramilitary links and was a fugitive for two years before his arrest and deportation in 2008.
