Born on February 15, 1930, he served as the rector of the Chuvash State Pedagogical Institute from 1963 to 1983. Markov was also active in local politics, serving as a deputy from 1971 to 1983 and holding various leadership roles within the Chuvash ASSR. He played a significant role in the Chuvash community and was involved with the Chuvash Association, particularly during periods of political repression. He passed away on November 10, 2023.
