He notably served as President of the National Center for Space Studies (CNES) and held significant positions at the European Space Agency, including Deputy Director General and Director of Programs. His leadership extended to being president of EUMETSAT and Vice President of the World Meteorological Organization, as well as Director General of Météo-France. An author of multiple books on space and environmental issues, Lebeau was honored with France's Legion of Honour, the highest order of merit in the country.
