Eugene Andrew Burcher, born on April 10, 1966, is a retired rear admiral of the U.S. Navy who served as director of Reserve Expeditionary Force Generation and vice commander of the Fleet Forces Command from 2021 to 2023. He was previously Deputy Chief of Staff for Submarines at NATO Maritime Command and led Submarines for NATO from 2019 to 2021. A native of Alexandria, Virginia, Burcher is an alumnus of the U.S. Naval Academy, Rensselaer Polytechnic Institute, and the University of Richmond. He transitioned to the Navy Reserve in 1999.
