Arif Yüksel was a prominent Turkish jurist born on January 3, 1942, in Alucra, Giresun. He graduated from Istanbul University Faculty of Law in 1964. His career included roles such as judge and chief of several courts, as well as deputy positions in the Ministry of Justice, YÖK, and the presidency. He was appointed to the Council of State on July 10, 1992, and became its Ninth Chamber President on June 6, 2005, retiring on January 3, 2007. He is known for significant legal cases concerning property in Beykoz and passed away on December 25, 2014, due to a heart attack.
