He was also the president of the Hellenic Weapons Industry from 1990 to 1992 under Prime Minister Konstantinos Mitsotakis. Bouloukos gained notoriety for his pre-dictatorial activities and was accused of being the mastermind behind the supposed organization ASPIDA, aiming for a radical political change in Greece.
