She graduated from high school in 1967 and earned a Master's degree in Political Science from Helsinki University in 1971. Puikkonen worked in libraries and served as a researcher and information specialist. She taught creative writing for almost two decades and has received several awards for her literary works. Notably, her debut short story collection 'Siskokulta' won a prize in 1983, and she received the Finlandia Junior Award in 2003 for her children's book.
