Arthur Troop was an English police officer born on December 15, 1914, in Lincoln, England. He founded the International Police Association (IPA) in 1950. Troop studied economics at Ruskin College and the University of Oxford before becoming a police officer on June 19, 1936. His significant contributions to law enforcement were recognized when he received the British Empire Medal in 1965. He passed away on November 30, 2000, in Peterborough, England.
