Kommer refused an order to requarter his unit from Haapsalu to Paldiski due to concerns over a potential confrontation with the larger Russian military. His defiance led to his removal from duty, resulting in the Pullapää crisis, which ended with his conviction of several crimes and the resignation of two ministers.
