Bernardo Hoyos Montoya is a Colombian Catholic priest and politician, born on March 2, 1940, in Belén de Umbría. He served as a senator and as the mayor of Barranquilla. His administration's policies were influenced by Liberation Theology. Hoyos was the first mayor of Barranquilla elected under the 1991 Constitution of Colombia and was reelected in 1998.
