Boris Ivanovich Silayev, born on February 28, 1946, in Lyalichi, Primorsky Krai, is a former Kyrgyz politician of ethnic Russian descent. He moved to the Kyrgyz SSR at the age of 10 and graduated from the Frunze Polytechnic Institute in 1974. He served as the mayor of Bishkek from 1995 to 1998 and held the position of Prime Minister of Kyrgyzstan briefly in late 1998 and again in 1999. He was also the First Deputy Prime Minister from 1999 to 2000. Currently, he works as the Deputy Director of the Department of International Relations in Moscow.
