In 1936, he significantly contributed to the establishment of TWUA's Local No. 1874, becoming its president and advocating for the hiring of black workers during WWII. He played a crucial role in the Harriet-Henderson Mills strike, faced legal challenges, and was imprisoned before receiving a pardon. Payton later worked for the U.S. Department of Labor and authored a book about his experiences.
