He transitioned ATF to the Department of Justice due to the Homeland Security Act of 2002 and was involved in establishing the new Alcohol and Tobacco Tax and Trade Bureau. He was a graduate of the University of Wyoming and Washburn University School of Law, also serving as Chief Counsel prior to his directorship.
