He represented Ward 4 on the Council of the District of Columbia after winning a special election in May 2015, succeeding Muriel Bowser. He previously worked in Bowser's council office and in campaign roles during her mayoral campaign. After completing one full term, Todd lost the 2020 Democratic primary to Janeese Lewis George.
