Born on March 11, 1945, in Tuluá, he was accused of drug trafficking and money laundering by Colombian authorities. The U.S. government recognized him as one of Colombia's most powerful narcotics traffickers, according to Adam Szubin, the Director of the Office of Foreign Assets Control. He passed away on September 16, 2020, in his hometown of Tuluá, Valle del Cauca.
