Carlos José Tissera is an Argentine Catholic bishop, philosopher, and theologian born on September 10, 1951, in Río Cuarto, Argentina. He was ordained as a priest in 1978 and has served in various towns within the Province of Córdoba. On November 16, 2004, he was appointed by Pope John Paul II as the bishop of San Francisco. Since September 17, 2011, he has been the bishop of Quilmes, succeeding Luis Teodorico Stöckler upon his retirement.
