Carlos Santillán Nolasco, known as 'Perro' Santillán, is an Argentine union leader and politician from Jujuy. He served as Secretary General of the Municipal Employees and Workers Union (SEOM) in two periods, from 1990 to 2001 and since 2013. He became notable for leading the 'Basurazo' protest in 1988, contributing to political changes in the region. A prominent leftist figure, Santillán has opposed various political administrations, including the Kirchnerism and the administration of Mauricio Macri. He was a candidate for governor of Jujuy in 2015 and 2019, receiving over 1% of the votes in both elections.
