Celal Dinçer was a Turkish bureaucrat and politician born in Kemah, Erzincan. He graduated in 1977 from the Faculty of Political Sciences at Ankara University. He earned a master's degree from Sakarya University in Labor Economics and Industrial Relations and completed his doctorate in Public Administration at the same institution. Dinçer held various positions including district governor and deputy governor in several Turkish provinces, and served as a member of the Turkish Grand National Assembly representing Istanbul in the 24th term. He was married and had two children.
