Born on February 15, 1926, in Ucayali, Loreto, he completed his primary education in his hometown and secondary education in Lima. He studied mining engineering at the National University of Engineering and economics at San Marcos University. He was active in politics during the late 20th century, participating in constitutional assemblies in 1978 and 1992.
