César Moreno Martínez de Escobar was a Mexican engineer and politician born on January 12, 1934, in Mexico City. He was a member of the Institutional Revolutionary Party (PRI) and served as the mayor of Tecate, Baja California, from 1983 to 1986. He also held the position of senator for Baja California after being elected as a substitute senator in 1988. Moreno was married to María Elena González de Castilla, with whom he had seven children. He passed away in Tijuana on August 25, 2009.
