Born on April 25, 1943, in Twin Falls, Idaho, he earned a B.A. in Architecture from Stanford University. Coiner operated his family farm and held leadership roles in several organizations. He was committed to incorporating Japanese-American internment history into Idaho's education. Coiner was unopposed in his 2008 re-election and served as Vice-Chair of the Senate Commerce and Human Resources Committee during his tenure.
