Charles Victor Douglas Willis, known as Vic, was a British Royal Air Force officer. Born on 9th or 11th November 1916, he served during WWII and was recognized for his bravery with multiple awards, including the DSO, OBE, and DFC. He reached the rank of Air Commodore and was the commander of RAF Staff College in Andover from 1962 to 1965. Willis was mentioned in dispatches twice for his military service during the war.
