Carney was elected to the United States House of Representatives from Pennsylvania's 10th congressional district in the 2006 elections, serving from January 4, 2007, to January 3, 2009. He was re-elected in the 2008 elections and served again from January 6, 2009, to January 3, 2011, as a member of the Democratic caucus.
