Hans Christer Franzén is a Swedish military officer born on January 17, 1947, in Oskarshamn, Kalmar County. He became an officer in 1969 and rose through the ranks to captain in 1972 and major in 1980. Franzén worked in the army staff from 1982 to 1989 and became a lieutenant colonel in 1986. He served as battalion commander of the Jämtlands Field Hunter Regiment and was a colonel and brigade commander from 1991 to 1993. Later, he headed the conscription office in Östersund and led the conscription authority in Northern Sweden from 1995 to 2000.
