He served as the 654th Lord Mayor of London from 1981 to 1982 and was an Alderman for Dowgate City from 1974 to 2002. His political roles include being Sheriff of the City of London in 1979 and serving as a Justice of the Peace. Leaver was knighted as a Knight Grand Cross of the Order of the British Empire in 1981 and awarded the title Knight of Justice of St John in 1982.
