David J. Francis is a Sierra Leonean politician affiliated with the Sierra Leone People's Party (SLPP). He served as the Chief Minister from May 7, 2018, to April 30, 2021, and as the Minister of Foreign Affairs until July 10, 2023. He briefly held the position of Foreign Minister in an acting capacity from April 18 to April 23, 2018. Prior to becoming Chief Minister, he worked in various national and international organizations focused on law and peace research. Francis holds a Ph.D. from the University of Southampton and has degrees in law and social sciences from institutions in the Netherlands, Sweden, and Fourah Bay College.
