David Nelson Penney is a Canadian former rugby union international born on June 4, 1970, in St. John's, Newfoundland and Labrador. He was a prop who earned seven caps for the Canadian national team during the 1990s. Penney participated in the 1996 tour of Australia and was part of the 1999 Rugby World Cup squad, although he did not play in the tournament. He was educated at Oxford University, where he also played for Blackheath, Henley, and the Oxford University RFC, facing the South Africa 'A' touring team in 1996.
