David Judson Sencer was an American public health official known for orchestrating the 1976 immunization program against swine flu. He served as the longest-serving director of the CDC from 1966 to 1977. His tenure included significant controversies, notably the unaddressed ethical issues related to the Tuskegee Syphilis Study. After his time at the CDC, he became the Commissioner of Health for New York City from 1981 to 1986.
