Décio Leal de Zagottis was a Brazilian engineer and politician born on January 31, 1940, in Itapetininga. He graduated in civil engineering from the Polytechnic School of the University of São Paulo in 1962. In 1989, he was appointed to the newly established Special Secretariat of Science and Technology under President José Sarney, serving until March 14, 1990. He publicly supported President Fernando Henrique during the 1994 presidential election. Leal passed away in São Paulo on either April 14 or April 16, 1996.
