He studied at the Chicago Academy of Fine Arts and worked as an assistant to Chester Gould on the Dick Tracy comic strip. Moores contributed to various Disney projects and worked on comic strips featuring characters such as Mickey Mouse and Bugs Bunny. He took over the Gasoline Alley strip in 1959 and modernized it, focusing on different characters until his death in 1986.
