Born on April 14, 1948, in Shumen, he holds a higher education in economics and is fluent in Russian. He has served as the regional director of PIM Bank and has been active in Bulgarian weightlifting, having been its federation president. Dabov became a member of the BSP High Council in December 1996 and has held various positions including Secretary-General multiple times. He is known by nicknames such as 'The Grey Cardinal of the Old Left' and 'The Quiet Step of Positano'.
