A West Point graduate in 1945, he participated in the Vietnam War and played significant roles in notable battles such as Dak To and Quang Tri. Rattan also worked in the Democratic Republic of Congo during the Simba Rebellion. He authored 'Antiguerrilla Operations: A Case Study from History' and was interred at Fort Sam Houston National Cemetery after his death in 2017.
