He served in the Colorado House of Representatives from 1994 to 2003, including as House Majority Leader and Speaker of the House. He sponsored Senate Bill 171 for the Metropolitan Football Stadium District, facilitating the construction of the new stadium for the Denver Broncos. Dean championed charter schools and served as Colorado Insurance Commissioner from 2003 to 2005. He later led the Colorado Public Utilities Commission until retirement in December 2022, focusing on renewable energy initiatives.
