Durmuş Yalçın was a Turkish bureaucrat born on December 2, 1928, in Mut, Mersin. He graduated from both the Political Sciences and Law faculties of Ankara University. Throughout his career, he held various significant positions including district governor in Mazıdağı and Halfeti, as well as various directorates within the Ministry of Interior. He retired on June 2, 1981, and served as a member of YÖK beginning in 1984 until 1996, later being re-elected in January 1997 and completing his term in 2001.
