Edward Russell Helwer, born December 20, 1940, is a former politician from Manitoba, Canada. He served as a Progressive Conservative member of the Manitoba legislature from 1988 to 2003, though he was never appointed to a cabinet position. Prior to his political career, Helwer worked as an Esso agent and owned a small business. He was also a municipal councillor and Mayor of Teulon. Helwer was elected to the legislature in 1988, gaining re-election in 1990 and 1995, later serving as an opposition critic. He did not seek re-election in 2003.
