Edgardo Codesal Méndez is a former Mexican football referee of Uruguayan descent, born on June 2, 1952, in Montevideo. He officiated numerous international matches, including the final of the 1990 FIFA World Cup, known for his controversial decisions such as sending off players from Argentina and awarding a disputed penalty that Germany converted to win 1-0 despite having 9 players. This final marked the first instance of player ejection in World Cup history, leading Germany to secure their third title. Codesal also refereed in the 1988 Gulf Cup.
