He served as the Secretary-General of the Ministry of Foreign Affairs and briefly held the role of Minister of Foreign Affairs in 2013. He graduated in Legal and Economic Sciences and joined the diplomatic career in 1975. Dos Santos was the Brazilian Ambassador to Paraguay, Switzerland, and Uruguay and worked in various embassies. He also held advisory roles for the President and the Ministry of Finance.
