He pursued post-graduate studies at University College London, the Hague Academy of International Law, and Hammersmith College. Serving as the governor of Nariño in 1988 and twice as mayor of San Juan de Pasto (1979, 1992-1994), he held various important positions such as Secretary of Finance and Secretary of Government for Pasto, as well as a senator and chairman of the Senate Ethics Committee.
