A distinguished alumnus of the United States Naval Academy (class of 1949), he served as Commander of Naval Surface Forces Atlantic and retired in 1984. His awards included the Navy Distinguished Service Medal and Legion of Merit. Post-retirement, he was active in local education in southern California. Briggs passed away on November 22, 2022, at 96 years old.
