He served as the Commissioner for Education and Training for the Chief Inspector of the Bundeswehr from 1987 to 1990. He was also the Commander of the VII/13 Panzer Grenadier Division. Notably, Richter played a significant role in the integration of the National People's Army into the Bundeswehr and continued to contribute to reserve forces work even after his retirement.
