Ender Çetinkaya is a Turkish jurist born on April 2, 1941, in Adapazarı. He graduated from Istanbul University Faculty of Law in 1964. He held several important positions including the Deputy Regional Manager of İller Bankası, Director of the Personnel Department of TCDD, Legal Advisor, and General Manager. He was elected to the Council of State on September 30, 1986, and served as an alternate member of the Judges and Prosecutors Board from November 19, 1989, to November 19, 1993. He became the President of the Council of State in April 2004 and retired on April 2, 2006.
