Born on June 2, 1924, in Paraguaçu Paulista and passing away on January 4, 2010, in São Paulo, he gained national notoriety as the Secretary of Public Security of São Paulo during the Brazilian military dictatorship. Notably, he led the controversial operation known as the 'invasion of PUC' on September 22, 1977, aimed at suppressing a student meeting that sought to refound the National Union of Students (UNE), and he managed operations against guerrilla leader Carlos Lamarca.
