Born on August 30, 1902, in Münster, he held various prominent positions such as Landrat in the Kreis Rees, head of the Berlin State Police Headquarters, and head of the Personnel Department at the Reich Ministry of Public Enlightenment and Propaganda. He also led Einsatzkommando 12 during World War II, responsible for mass killings in North Caucasus. After the war, he went into hiding and escaped to Argentina, avoiding prosecution.
